Mountain biking at JE Mack 2006 Memo of Understanding

SAMBA responsibilities:

  • Maintain proper environmental care of camp Mack property
  • Work in conjunction with camp ranger and council executives on any new trail building
  • Keep mountain bike trails free of debris and litter
  • Work co-operatively with council and respect “council use first” of camp properties
  • Maintain communication with permit holders on camp issues
  • Maintain communication with camp ranger on needs/progress etc.
  • Act as an agent of the PA Dutch council and submit permit information, hold harmless agreement and payment to Council on a timely basis. (Permits $25.00, a Guest rider may accompany a permit holder)
  • Promote trail safety and respect of the use of the private property being used.
  • Encourage non-permit holders riding at Camp Mack to obtain the proper permit.
  • Understand the use of Camp Mack is a privilege and either party can terminate permits and agreements.

PA Dutch Council Responsibilities:

  • While first obligation is to serve our stakeholders with the best facilities and operation possible, we agree to work with SAMBA on their mission of providing mountain biking trails.
  • Notify SAMBA of changes that may affect trail usage on a regular basis.
  • Allow SAMBA access when available, to meeting location.
  • Allow use of trail work tools if available

SAMBA accomplishments for 2006:

  • Lost Valley: Re-routed middle section- 
  • Sharp Valley Trail: Closed upper section
  • Spring Trail: Closed Upper section & re-routed from new section of Big Timber
  • Big Timber: closed section between Bart and Explorer Lodge Rd
  • Extended Big Timber west from Spring Trail to Knob Hill Rd
  • Cleared  brush/ fallen trees from the following trails: Horseshoe Trail, Activities Trail, Shooters Valley, and Lost Valley

Gary and Mark are very pleased with the work that has been completed. It was noted by the Scouts, that with the heavy rain we had this summer, the new trails drained well and are looking great.  

Future Areas of Interest:

  • Re-route Light Trail from South Camp Rd to Activities Trail
  • Create Trail from Horseshoe/South Camp West
  • Relocate lower Section of Lost Valley to the South side of the valley
  • Relocate Shooters valley out of the valley, toward the south of the valley

 Mark and Gary have no issues with creating new trails or relocating existing trails.

The procedure should follow what we did last year.
  1. Present what we want to do,
  2. Get a go ahead from Gary to flag it.
  3. He will walk it, and then give the go ahead on creating it. 

Permit System:

  • 68 passes sold
  • 12 month vs. Yearly
The issue of capping the number of passes sold per year came up, but could not sight any user conflict or over use, so this will remain unlimited. The issue of a yearly pass vs.  a 12 month pass was raised, that some that wanted to buy them late in the year did not want to pay for a 3 month pass. The Scouts approved the change from a yearly pass to a 12 month pass. Mike at Green Mountain will start selling all passes for 12 months. We will issue the new dates the Camp will be closed for 2007 when they are determined early next year.   Overall things are very good with the Scouts, and SAMBA has authorized me to purchase additional tools dedicated to  work at Camp Mack. If anyone has questions or concerns please contact me.   One more reminder that the Camp will be closed to Hunting on:   November 4th November 27th through December 4th      PLEASE STAY OUT OF THE CAMP
